THE COMPETENCE OF 2nd GRADE STUDENTS OF SMIP SADAR WISATA RUTENG IN ENGLISH REPORTED SPEECH

Introduction
In every language in the world, speakers are required to report what they have heard and there are rules to be followed for that. When someone reports something or sentence they have heard, the words structure must be changed. The changing contains the use of quotation marks and the tenses use. Parmar (as cited in Lambani, 2015) expounds that when reporting statement are introduced by reporting verbs in the present tense, the tense of the sentence remains unchanged. The pronouns do change and the word order changes when reporting question. Beside that, Tregidgo (as cited in Lambani, 2015) explain that the quotation marks as well as the colons and semicolons are omitted when writing reported speech.
In Ruteng-Manggarai, there are many students especially who learn English that do not really know how to report a message they have heard. The mistake that is usually done by those students is they do not change the tenses in reporting others’ message. As we know, when the reporting verbs are in the past tense, the reported speech should be one tense back or sequenced one-step back in time from the tense in direct speech; except when the original statement is about something that is still true, there is no change of the tense. Sometimes, the mistake happens because of the lack of knowledge about the tenses. This is a big problem that the students do not know the tenses. Tenses is one important rule of the reported speech.
English is the second language (L2) for Indonesian students. In general schools in Indonesia, English starts to be taught in elementary school. It is a good idea that English, which we know as an international language, is taught from the elementary school. In case of reported speech which needs the change of tenses, the students seem like get the difficulties. It is like English learning that they have learned from elementary school to senior high school not enough for tenses understanding. They always get the difficulties in tenses.
In this research, the writer wants to know about the competence in reported speech of 2nd grade students of SMIP SADAR WISATA Ruteng, which we know that this school specialization is in English communication. The competence contains the tenses use in reported speech, which will be well known in the result whether their competence in reported speech is good or not.
